The financing of Energy Efficiency

SUMMARY: The energy sector, as well as other sectors of infrastructure with great transversality in the modern economies, has the characteristic of influencing and suffering the impacts of public policies. The search for greater investments in energy efficiency also implies a better alignment of public policies and the corresponding mechanisms to attract the private sector to the area of energy efficiency. This report presents a synthesis of the presentations made and of the discussions that took place between the participants of the Workshop "Financing Mechanisms for Energy Efficiency in Brazil", held on March 31, 2017. With goals and deadlines established by the NDC and the intention of the MME to present Decennial Plans for EE, it is relevant to reflect on the financing of these new actions. What are the existing financial instruments? How can they be improved? What is missing for the financial market to support larger-scale EE projects? These are some of the issues addressed by the participants in this workshop. First, a brief analysis is presented on public financing for EE, since during the discussions it has been a concern to take advantage of the resources of the PEE-ANEEL to support new initiatives. This report presents synoptic tables organizing the main points raised by the participants, which also indicate recommendations for improvements and new actions. In the final section of the report highlights for considerations and recommendations are made, bearing in mind the objective of collaborating with the EPE support studies for the MME EE Plan.
